Wayne County, Michigan issued the following announcement on Aug. 20
Prosecutor Kym Worthy has charged Raymond Lee Bailey, 37, of Kinross, Michigan in connection with four homicides that occurred on August 15, 2020 in Sumpter Township. On August 15, 2020 at 12:30 p.m., Sumpter Township police received a 911 call to a home in the 24900 block of Martinsville Road in Belleville, Michigan, which is in Sumpter Township. When they arrived, they observed four deceased people who were shot with a handgun. The four people were later identified as Laura Tanner, (DOB: 11/29/1984), and her sister Sarah Grupa, (DOB: 03/02/1982), of Detroit, as well as Forrest Sampson, (DOB: 3/9/1992), and Neal Sampson (DOB: 12/13/1989), both of Van Buren Township. It is alleged that at the time of the shooting, Laura Tanner was having ongoing problems with her ex-boyfriend, Defendant Bailey.
On August 16, 2020, the Sumpter Township Police Department received a tip regarding the location of Bailey, which led them to Bay City. On the same day at 10:13 p.m., Bailey turned himself in at the Bay County Sheriff's Department and was taken into custody. He was later taken into custody by the Sumpter Township Police on August 16, 2020 at 11:20p.m.
"The allegations in this case are the quintessential example of domestic victimology. As a result, four people are now tragically deceased. We clearly understand the social psychology of the domestic violence victim and we strive mightily to support them. So please, if you are a victim of domestic violence, help is available. Bailey has been charged with four counts of First Degree Murder and four counts of Felony Firearm.* He was arraigned this morning before 34th District Court Judge Brian Oakley. A Probable Cause Conference is scheduled for September 2, 2020 at 11:00 a.m. before Judge Tina Brooks Green in 34th District Court. The defendant was remanded to jail.
